Applications are currently ongoing for the fully funded Romanian Government Scholarships 2023 to study in Romania. We will go over the details of this scholarship program, its features, and the application process in this article.

International students are invited to apply for the fully sponsored Romania Government Scholarship for the 2023/2024 academic year available for undergraduate, master’s, and doctoral studies. Scholarships from the Romanian government will cover the whole cost of education, housing, and a monthly stipend of up to €80.

Each year, the Romanian government offers a number of scholarships to nationals of non-EU countries through the Ministry of Foreign Affairs. Only candidates with good educational results, i.e. an average of the study years for the last graduated school of at least 7 (seven) matching to the Romanian scoring system or the “Good” score, are eligible.

With the exception of Medicine, Dental Medicine, and Pharmacy, applicants may choose their preferred study program in any area. Only Romanian study programs are provided at the bachelor’s and master’s levels, promoting Romanian language and culture. At the PhD level, however, applicants can go for a program taught in English or a foreign language determined by the doctoral institution. For those who do not speak Romanian, a preparation year in Romanian is offered prior to enrolling in the study program of their choosing. Diplomas, transcripts, birth certificate and passport, as well as a CV, are all required documents, as detailed in the application procedure.

Romania Government Scholarship 2023 Benefits

The following benefits will be provided to the recipient of the Romanian Government Scholarship 2023:

  • Tuition fees financing
  • Financing dormitory accommodation costs through the Ministry of Education’s budget, up to the maximum of the subsidy allotted for this purpose (accommodation will be provided to the extent of available places).
  • Granting a monthly financial aid of €65 for undergraduate and preparatory year students; €75 for master students; €85 for PhD students.

International and domestic transportation costs from the Romanian border crossing point to the university are not covered by the scholarships. In this regard, candidates must be prepared to cover the additional expenses with their own funds.

Romania Government Scholarship Requirements

Candidates must meet all of the following requirements to be considered for Romanian Government Scholarships:

  • International students from non-EU countries are eligible, with the following exceptions:
    • individuals of Romanian descent or members of Romanian historical communities in Romania’s vicinity (as they are entitled to different scholarship programmes).
    • citizens who have applied for or received protection in Romania.
    • stateless people whose presence on Romanian soil has been legally recognized by the law.
    • members or relatives of members of the diplomatic and consular corps accredited to Romania
    • members of the administrative and technical personnel of Romanian diplomatic missions and consular offices
    • staff members or relatives of staff members of international organizations based in Romania
    • recipients of a Romanian state scholarship for the same study cycle.
  • Present research documents from accredited/recognized educational institutions in the country of origin.
  • Meet the deadline for enrollment.
  • Have good educational results, with an average of study years for the last graduated school of at least 7 (seven) on the Romanian scoring system or the “Good” score, as the case may be.
  • Follow the application submission procedure.
  • For Bachelor’s and Master’s degrees, you must not be above 35 years old, and for doctoral or postgraduate studies, you must not be above 45 years old.

How to Apply for Romania Government Scholarship

How Can I Apply for Government Scholarships in Romania? To apply for this scholarship, please follow the application steps below:

  1. Fill out the entire online application form.
  2. Attach the following documents:
    • copies of school diplomas (baccalaureate diploma or equivalent, plus bachelor’s, master’s, and doctorate degrees, if applicable) and their authorized translation into English, French, Spanish, or Romanian, if applicable.
    • copies of completed study transcripts and, their authorized translation into English, French, Spanish, or Romanian if applicable.
    • a copy of the birth certificate (or equivalent document) with an authorized translation into English, French, Spanish, or Romanian if applicable.
    • a copy of the first three pages of the passport or national identification document, as well as an authorized translation into English, French, Spanish, or Romanian if applicable.
    • A CV in the proper format in English or French, as well as a letter of intent from the applicant in English, French, Spanish, or Romanian for the doctorate cycle.
  3. The following documents will be included in the application (only for candidates who fall into the categories listed for each document):
    • if applicable, a copy of the proof of name change and an authorized translation into English, French, Spanish, or Romanian where necessary.
    • for graduates who do not yet have a diploma, a copy of the certificate demonstrating passing of the baccalaureate, bachelor’s, or master’s exam, as applicable, and an authorized translation into English, French, Spanish, or Romanian, if necessary.
    • a copy of the certificate demonstrating that the student is in his or her final year of study and, if applicable, an authorized translation into English, French, Spanish, or Romanian.
    • a copy of the transcript attesting the academic record of the applicant in their last year of study up to the time the application document is submitted, as well as an authorized translation into English, French, Spanish, or Romanian, where appropriate.
    • if necessary, a copy of the certificate of completion of the Romanian language preparation year or of linguistic competence.
    • in the case of candidates who have not achieved the age of 18 by the start of the courses, a copy of the notarized statement of parental consent, as well as an authorized translation into English, French, Spanish, or Romanian, where appropriate.

Study Language

Beneficiaries of Romanian state scholarships for undergraduate and master’s programs study entirely in Romanian in order to promote the Romanian language and culture. Doctoral scholarship holders, on the other hand, have the option of studying Romanian or a foreign language determined by the doctoral institution.

With the exception of doctorate scholarship holders who have chosen the form of education in a foreign language specified by the doctoral school, candidates who do not speak Romanian are awarded a preparatory year for the study of the Romanian language prior to the actual university studies.

The following candidates are not required to participate in the Romanian language preparation year:

  • Those who submit Romanian study documents (diplomas or certificates) or school records attesting to at least four consecutive years of Romanian studies in a Romanian national system educational unit/institution.
  • Those who pass the Romanian language test, which is organized according to the current requirements, in order to enroll in university education.
  • Those who submit a certificate of linguistic competency in Romanian, minimum level B1, given in accordance with current legislation in order to enroll in university study.
